The Business Ombudsman Council investigates complaints concerning alleged acts of corruption and other violations of legitimate interests of businesses by actions or omissions (including decisions) on the part of state and municipal authorities, businesses within the scope of their administration, and their officials.
Senior semi-governmental official appointed by the Cabinet of Ministers of Ukraine to the team managing multi-stakeholder ombudsman mechanism set up by the Government of Ukraine, EBRD, OECD and 5 large local business associations. As Deputy Business Ombudsman (DBO) I assist Marcin Swiecicki - the Business Ombudsman in Ukraine (BO) - with effective management of the Business Ombudsman Council (BOC). My role comprise the following tasks and results:
• Supervise and guide work of 6 inspectors or the BOC’s entire investigatory staff (when periodically delegated by the Business Ombudsman)

• Prepared 7 systemic reports focused on selected areas affecting quality of business environment in Ukraine, including continuous monitoring of implementation of recommendations set forth therein, namely:
(1) "Getting access to electricity" (July 2015);
(2) "Problems with administering business taxes in Ukraine" (November 2015);
(3) "Abuse of powers by the law enforcement authorities in their relations with business" (January 2016);
(4) “Challenges and problems in the sphere of competition protection and oversight” (November 2016);
(5) “Combatting raidership: current state and recommendations” (August 2017);
(6) "Main problems faced by business in customs sphere” (August 2018);
(7) “Administrative appeal: current state and recommendations” (August 2019)

• Facilitated approval of the Draft Law of Ukraine “On the Business Ombudsman Institution” by the Cabinet of Ministers of Ukraine; involved in the ongoing work aimed at its eventual adoption by the Verkhovna Rada; draft both the text of the Law and various supporting documents

• Maintain high-level institutional dialogue with the Cabinet of Ministers of Ukraine, the Verkhovna Rada, the Administration of the President of Ukraine, law enforcement agencies, AMCU, SFS, various ministries and international organizations (EBRD, OECD, World Bank, EU, IMF, IFC), embassies, business associations, etc

• Regularly present the BOC as speaker at various functions and events and to the media

• Developed the BOC’s various templates and internal regulations
